(i)        “ਪੁਲੀਸ ਰਿਮਾਂਡ ਦੀ ਅਰਜ਼ੀ ’ਤੇ ਬਹਿਸ ਕਰਦਿਆਂ ਵਿਸ਼ੇਸ਼ ਜਾਂਚ ਟੀਮ ਅਤੇ ਸਰਕਾਰੀ ਪੱਖ ਦੇ ਵਕੀਲਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਮਰਾਨੰਗਲ ਨੇ ਮੁੱਢਲੀ ਪੜਤਾਲ ਦੌਰਾਨ ਮੰਨਿਆ ਹੈ ਕਿ ਉਸ ਨੂੰ ਗੋਲੀ ਚਲਾਉਣ ਦੇ ਹੁਕਮ ਡੀਜੀਪੀ ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਸਨ।
(ii)        ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਨੇ ਅਦਾਲਤ ਨੂੰ ਦੱਸਿਆ ਕਿ ਉਹ ਇਸ ਤੱਥ ਦੀ ਪੜਤਾਲ ਕਰ ਰਹੇ ਹਨ ਕਿ ਡੀਜੀਪੀ ਨੇ ਕਿਹੜੇ ਹਾਲਾਤ ਵਿੱਚ ਆਈਜੀ ਨੂੰ ਗੋਲੀ ਚਲਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਜਦੋਂ ਕਿ ਕੋਟਕਪੂਰਾ ਵਿੱਚ ਮਾਹੌਲ ਪੂਰੀ ਤਰ੍ਹਾਂ ਸ਼ਾਂਤੀਪੂਰਨ ਸੀ।
(iii)         ਪੁਲੀਸ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਕੋਟਕਪੂਰਾ ਗੋਲੀਕਾਂਡ ਵਿੱਚ ਸਾਬਕਾ ਡੀਜੀਪੀ ਅਤੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਸੁਖਬੀਰ ਸਿੰਘ ਬਾਦਲ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਕਿਉਂਕਿ ਕੋਟਕਪੂਰਾ ਵਿੱਚ ਬਿਨਾਂ ਕਿਸੇ ਕਾਰਨ ਤੋਂ ਗੋਲੀਆਂ ਚਲਾ ਕੇ ਦਰਜਨਾਂ ਲੋਕਾਂ ਨੂੰ ਜ਼ਖ਼ਮੀ ਕੀਤਾ ਗਿਆ ਸੀ।
(iv)         ਸਰਕਾਰ ਨੇ ਅਦਾਲਤ ਵਿੱਚ ਦਾਅਵਾ ਕੀਤਾ ਕਿ ਅਸਲ ਦੋਸ਼ੀਆਂ ਤੱਕ ਪਹੁੰਚਣ ਲਈ 2018 ਵਿੱਚ ਇਰਾਦਾ ਕਤਲ ਅਤੇ ਅਸਲੇ ਦੀ ਨਜਾਇਜ਼ ਵਰਤੋਂ ਦਾ ਪਰਚਾ ਦਰਜ ਕੀਤਾ ਗਿਆ ਸੀ ਅਤੇ ਇਸ ਪਰਚੇ ਦੀ ਪੜਤਾਲ ਤੋਂ ਬਾਅਦ ਹੀ ਉਮਰਾਨੰਗਲ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਗਿਆ ਹੈ।
