It was on 21st May 1917 that the Governor General of India made an amendment in schedule II of the act and allowed the Sikhs to posses the kirpan and also made an amendment in the act so as to Kirpan possession are carried by Sikhs through India. It was written that this is just recognition of the claim made by the Sikhs that Kirpan is one of the religious symbols which they are enjoined always to carry on their person.
I may add that when I was Chairman National Minorities Commission. I got an order from Minister of Home affairs that Sikhs can wear a small kirpan during domestic flights within the country.

Thank you for sending the Tribune Clipping of 21 May,1917, that was right after the World war I in which Sikhs made Huge sacrifices on behalf of British Rulers, who helped the Corrupt Mahants and Killed hundreds of Sikhs at Nankana Sahib Morcha, Panja Sahib and many other places. Even before in 1867, Canada's Prime Minister Sir John A. MacDonald wrote a letter to British in India  saying " War will come someday between England and the united States,and India can do us a yeoman's service by sending an army of Sikhs...

My close friend Sardar Manjeet Singh Ji from France provided us a 72 page Book " A Role in The Kirpan Struggle" with a collection of correspondence between his grandfather late Sardar Khazan Singh Ji and the British Rulers, who harassed and jailed him on Kirpan Issue at that time. I have attached here a few pages from that book that describe the Hypocrisy of The British Rulers.
Sikhs in Canada have been fighting many Legal cases on Sikh articles of faith including Kirpan and Turban for the past 35 years. There had been many success stories. Even at present WSO is raising legal battle on Kirpan in Quebec Province, although a famous case on Kirpan was won by WSO in the Supreme Court of Canada several years ago- Case of Gurbaj Singh Multani an Amritdhai Sikh Student in Montreal) Similarly WSO won cases of Turbans in RCMP, Rights of a Gursikh Boxer. Kirpan on VIA RAIL, Kirpan on Greyhound Buses, Native Peoples rights, Scottish Student's Rights, Hizab for Muslim Ladies, Jewish Peoples Soucca Hut Case WSO intervened at the Supreme Court of Canada. and many more cases settled out of courts. Millions of Dollars and Pro bono Services by dedicated Gursikhs kept on the our struggle for restoration of Human Rights and Religious Freedoms. In addition many Refugee cases helped, and Disaster relief funds provided in collaboration with Gurdwaras Societies all the the Service of The Khalsa Panth.
