(i)                 An Important Comment by ashok759: proving that, “President of India A Caged Parrot Constitutionally”. 

(ii)               To be fair, sending back a government decision for reconsideration, knowing that he will be bound to approve it once it is resubmitted, limits a President's discretion. 

(iii)             Doing it frequently would create friction and reduce the institutional aura of both parties. Perhaps, the best that is possible is to tender clear advice in private and hope that it will be acted upon. 

(iv)             The grandeur of the palace really makes up for the lack of any real power. 

(v)               Giani Zail Singh would take important visitors to the garden for a chat, fearful that Rashtrapati Bhavan was bugged: to listen to or eavesdrop on a conversation using an electronic listening device, He thinks someone is bugging his phone conversations...

A.    “I (President Pranab Mukherjee) entered Parliament at a time when the Rajya Sabha was full of experienced Parliamentarians and leaders of the freedom movement, many of whom were brilliant speakers”:
Thus he seems clearly doubted and suspected the experience of all most of all present Parliamentarians and leaders in India especially now occupied the seats of Parliament of India.

Does that Shrimati Indira Gandhi’s answer, “?" Looking at the journalist squarely in the eye, in a level voice, Indira Gandhi replied, "In those 21 months the Emergency, we comprehensively managed to alienate all sections of Indian people” not mean to say that PM Modi has nothing like the quality to call a spade a spade?

President Pranab Mukherjee's speech, along with praise for Prime Minister Narendra Modi, also held important messages for the government and the opposition minus (May  be his omission deliberately) as he nothing said to glorify his successor ‘President-elect Ram Nath Kovind’. Why? 

(i)                 President Pranab Mukherjee must have rightly understood that ‘President-elect Ram Nath Kovind’ to remain always as “Patrick: commented, “Kovind a caged parrot” and in similar language though not exactly, Raghavan: commented, “Why are superannuated officers being appointed to government positions? It is not a good precedent especially for the BJP. Officers should be from the regular cadre”.
(ii)              
As already reported, ‘Sanjay Kothari appointed secretary to President-elect Ram Nath Kovind. Former Secretary, DoPT Sanjay Kothari has been appointed as secretary to President-elect Ram Nath Kovind. The appointment orders were issued by the government late Friday, July 21, 2017 night. Former Secretary, Department of Personnel and Training (DoPT), Sanjay Kothari has been appointed as Secretary to the newly elected President Ram Nath Kovind. Gujarat’s Resident Commissioner in New Delhi Bharat Lal, a forest service officer, has been appointed as Joint Secretary to the President.  Senior journalist and distinguished fellow at Observer Research Foundation (ORF) Asok Malik will be Press Secretary to the President”. When “Patrick: commented, “Kovind (Ram Nath Kovind) a caged parrot” as ‘President of India’ must have thought that under the circumstances, (as ‘President of India, Ram Nath Kovind’) has to remain helpless or voiceless surrounded by the secretary, the Joint Secretary and the Press Secretary, who are being very near to PM Modi. 
(iv)            
President Pranab Mukherjee in his speech must have avoided to mention  for glorifying his successor ‘President-elect Ram Nath Kovind’ after considering and keeping all these reasons in mind.

D.    Hon'ble Members, in those days, both the Houses of the Parliament used to reverberate- to have a far-reaching or lasting impact, especially as a result of being circulated widely, to cause sound to bounce back from a surface with animated-spirited, inspire somebody, to rouse or inspire somebody to take action or to have strong feelings, to arouse somebody or something into activity or motion with  discussions and illuminative- to make somebody or something visible or bright with light, or be lit up and exhaustive, in-depth, far-reaching and involving or dealing with everything relevant to the matter in hand debates on social and financial legislations.
It is not difficult to understand as how badly President Pranab Mukherjee hit and pointed out shortcomings presently in the debates in parliament now days and even said more than this. Isn’t?

E.    
Any other President with lesser political acumen would have surely thrown up a number of constitutional issues as said in comments, but President Pranab Mukherjee rightly proved himself as “President of India ‘A Caged Parrot Constitutionally’” and he liked to remain so till end.

Whatever, President of India, Pranab Mukherjee did even that much would never be done by or never be allowed to as ‘President of India, Ram Nath Kovind’ without the approval of the government of India especially of PM Modi under the prevailing circumstances in India.
