100 Percent Electrification Provided in India???

Why the hand could not touch the Bulb and there is a gap left between Bulb that’s only at the Pole and the Hand?
Moreover, only alone; single-handedly, unaided claiming such claim seems not true at all and totally misleading for the sake of elections-2019.
May have electricity reached near all villages in India provided the claim is true after 70 years of so-called independence of India, but in a country like India, where the people are living ‘Below Poverty Line (BPL)’ and in view of the situation exists in India as to how the electricity could ever be available in their hoses? 
The eminent cartoonist did try to give timely and in advance warning to  our brothers, all Indians as to differentiate between, claims, promises, truth, falsehood and the ground realities prevailing in India before casting their votes always and in elections-2019
