The Punjab and Haryana High Court Monday issued notices to Punjab Chief Minister Amarinder Singh and his son Raninder Singh in an Income Tax case.
The court of Justice Rajbir Sehrawat issued notices to both of them for April 25, senior advocate Chetan Mittal, the counsel for Income Tax Department said.
The Income Tax Department had moved the high court against the November 2018 order of the court of Additional Sessions Judge Ludhiana, quashing the summoning order passed against Amarinder Singh and his son, Raninder Singh, in this case.
The trial court had earlier issued summons to both of them to appear personally for the hearing.
Both were facing accusations of making false statements, and willful omission in providing required information to the Income Tax Department, which had filed a criminal complaint against them before a court in Ludhiana in 2016.

The CBI has issued a lookout circular against Gurpal Singh, son-in-law of Punjab Chief Minister Captain Amarinder Singh, and three others accused in the Simbhaoli Sugar Mills scam of Rs 97.85 crore, sources said.
The three others against whom the CBI has issued a lookout circular are mill chief executive officer GSE Rao, chief finance officer Sanjay Thaparia and executive director Gursimran Kaur.
The CBI registered a case against the accused on February 25 for the alleged bank loan of Rs 97.85 crore and default of Rs 110 crore. According to the FIR, there were two loans, both from the Oriental Bank of Commerce, under probe — a Rs 97.85 crore loan which was declared fraud in 2015, and a corporate loan of Rs 110 crore used to repay the previous loan. The second loan was declared NPA (non-performing asset) on November 29, 2016.
The bank complained to the CBI on November 17, 2017, but the agency registered the case only on February 22. Among the 12 accused booked in the case, Simbhaoli Sugar Mills Limited chairman Gurmit Singh Mann’s name was also included. The mill is located in Hapur in Uttar Pradesh.

The court of Sessions Judge Gurbir Singh today reserved orders on former DGP Sumedh Singh Saini’s plea for making him party in the City Centre case.
Rumours of Saini coming to court personally kept the cops on toes. Several cops were deployed in the court complex in plain clothes.
Saini has urged the court to hear him before taking any decision on the closure report filed by the Vigilance Bureau giving a clean chit to Chief Minister Capt Amarinder Singh and all other accused in the City Centre case.
The court heard arguments advanced by Saini’s lawyer and from prosecution side. Saini has also sought the permission of the court to produce certain material information in a sealed cover, which he claims to be sensitive.
During Capt Amarinder’s previous tenure as CM, the City Centre project was envisaged to develop a multiplex, a mall, leisure parks and other commercial hubs with a rooftop helipad on 25 acres in Ludhiana. The alleged “Rs 1,144-crore scam” had come to light in September 2006. Last year, the Vigilance Bureau had filed the closure report.
The case will come up for hearing on February 21, 2019

A new development in the infamous Rs 1144 crore Ludhiana City Centre scam may lead to fresh tensions between Punjab Chief Minister Captain Amarinder Singh and his cabinet colleague Navjot Singh Sidhu who last year refused to accept him as his "captain".
Touted as one of the biggest projects in the state, the Ludhiana City Centre plan was rolled out in 2006. To be spread over 25 acres, the project was proposed to have shopping malls, multiplexes, residential apartments, helipad and parking slot. The project site on Pakhowal Road of Ludhiana, however, is currently in ruins.
CM Amarinder Singh, his son and son-in-law are among the accused in the case, alleging a private builder was favoured during Singh's previous term as CM.
The Ludhiana Improvement Trust recently moved an objection petition in the court for not closing the case against Amarinder Singh. The trust comes under Navjot Singh Sidhu's department which may add to the feud between the two.
According to the objection petition, Amarinder Singh and 32 others caused losses to the tune of Rs 1144 crore to the state exchequer, hence the case should not be closed.
Interestingly, the vigilance department had given a clean chit to Amarinder Singh and others accused in the case besides moving a closure report in the Ludhiana Sessions Court.
Now the affidavit moved by the Ludhiana Improvement Trust has not only added to the woes of Amarinder Singh but has also exposed the cracks between Sidhu and Singh.
Not only the local bodies department but former DGP Punjab Sumedh Singh Saini, who was the then chief of vigilance department, had also moved an affidavit in the court.
The case against Amarinder Singh and others accused was registered by the then Akali Dal-BJP government on March 23, 2007. The vigilance department had moved a 130-page chargesheet in the court in December 2007.
Later, a closure report was moved in Ludhiana court by the vigilance department on August 19, 2018. The case is still pending in the court.

The court of Sessions Judge Gurbir Singh today adjourned the hearing in the alleged City Centre scam till February 7 after hearing the arguments advanced by Director prosecution, Punjab, Vijay Singla.
He opposed the contentions of former DGP Sumedh Singh Saini’s plea for making him party in the case and hear him before taking any decision on the closure report filed by the Vigilance Bureau.
The arguments continued for about four hours today. After conclusion of arguments by Director prosecution and other lawyers, Saini’s lawyer sought time to advance more arguments. Now on the next date of hearing, Saini’s lawyer will advance arguments.
Singla stressed that Saini was having no locus standi to file the plea. He claimed that Saini signed no document before the registration of the FIR in the present case. So, he cannot be termed as complainant in the case. The case would come up for hearing on February 7.

Questioning the clean chit given to Punjab Chief Minister Capt Amarinder Singh and other accused in the case, Saini on November 28, 2018 had filed an application stating that he should be heard once before the court accepts cancellation report filed by vigilance and that he has ‘sensitive information’ (being the director vigilance from 2007-2012), which he wants to submit in a sealed envelope.
On Friday, director prosecution Vijay Singla and district attorney Ravinder Abrol, arguing against the Saini’s plea to become party in the case, said that the former DGP has no locus standi in the case. They argued that Saini was not the signatory to any documents related to the case or project nor did he participate in any proceedings of the case. They further argued that Saini is neither an informant nor the aggrieved in the case. The prosecution also argued that the plea of former SSP Kanwarjit Singh Sandhu was rejected by the same court noting that it is the “state of Punjab”, which is the complainant in the case.
During the last hearing, Saini’s counsel Ramanpreet Singh Sandhu had argued that two departments of Punjab government were taking different stands in two courts related to the case. He had argued that while vigilance department in this court was saying that there was no scam at all and all accused including the CM and representatives of M/S Today Homes were falsely implicated, their stand was completely opposite in the court of additional district judge Kuldeep Kumar Kareer. In that court, the local bodies department is fighting against compensation awarded to the Today Homes and has contended that the company had committed a fraud causing loss to the state exchequer.
The prosecution Friday said that contents of affidavit furnished by Ludhiana Improvement Trust (LIT) chairman PS Gill in court of Kareer might not be completely correct and that the LIT was recipient of funds collected by the Today Homes for the project. “Today, prosecution has said that affidavit filed by their own IAS officer was wrong. This is being done to save Capt Amarinder Singh. They have said in the court that objections filed by their own IAS officer against Today Homes were wrong. Now, it is government’s own vigilance department is pitted against the LIT here to save the CM,” said Sandhu.
