CBI Submitted Its Tenth Report In a Sealed Cover: Tribune News Service: Chandigarh
DERA SACHA SAUDA CASTRATION
1.      Tribune News Service: Chandigarh: Govt’s deference to Dera Sacha Sauda was obvious: The BJP came to power in Haryana three years ago with the active support of Dera Sacha Sauda, Sirsa.
2.      Handing over the probe to the CBI in December, 2014, the High Court had rapped the Haryana Police for letting “grass to grow under its feet” and conducting “worthless investigations” in the case allegedly involving self-styled godman Gurmeet Ram Rahim Singh.
3.      The order came nearly two years after Hans Raj Chauhan of Fatehabad district alleged the followers were castrated after giving them false hope that “the males who would get castrated would be able to achieve God through Gurmeet Ram Rahim Singh”.

5.      During all these years, the state government has expressed its gratitude towards the dera in one way or the other.
6.      Dera head Gurmeet Ram Rahim Singh is serving a 20-year jail term in two rape cases but still the BJP government’s soft spot towards the sect is evident. Eyebrows were raised when over 35 MLAs of the BJP led by Speaker Kanwar Pal Gujjar went to the dera to seek Ram Rahim’s blessings soon after the formation of the government in October 2014.
7.      Since then, till a few days before Ram Rahim’s conviction, senior Cabinet ministers were seen in his attendance in the Sirsa dera. Education Minister Ram Bilas Sharma was seen bowing his head before Ram Rahim a few days before his conviction. Khattar himself was seen bowing before Ram Rahim when they shared dais during a sanitation drive in the Karnal constituency.
8.      “Seeing the entire government machinery bowing before Ram Rahim was quite demoralising for a person like me who is fighting a prolonged legal battle to seek justice for the murder of my father,” alleges Anshul Chhatrapati, who has been fighting a legal battle for the murder of his journalist father Ram Chander Chhatrapati, allegedly at Ram Rahim’s instance.
9.      The BJP government is also alleged to have gone out of the way to declare a new village Shah Satnam Pura so that the dera’s land could come out of the purview of CLUs.
10.  During Ram Rahim’s appearance before the Special CBI Court, the government not only allowed lakhs of his followers to assemble, but is alleged to have taken care of their food and other needs.
11.  Even after his convection, allegations are being levelled that the government allowed Ram Rahim’s family to take away huge cash and other valuables from the dera and allegedly restrained the Army, which was to ready to enter the dera on the second day.
12.  It is being alleged that the government created a bogey of an attempt to free Ram Rahim by Honeypreet only to divert attention from its failures and the death of 42 devotees, most of who received bullets in the chest, head or back.
13.  The government has moved an obituary reference for the 42 victims of police firing in the state Assembly (though forced by the Congress). Health Minister Anil Vij and BJP MLA Kulwant Bajigar have demanded compensation and jobs for the killed premis’ families.
14.  Govt’s deference to Dera Sacha Sauda was obvious: Tribune News Service: Chandigarh, October 25, 2017: Less than three years after the Punjab and Haryana High Court ordered CBI probe into alleged castration of Dera Sacha Sauda followers, the premier investigation agency today submitted its tenth report in a sealed cover.
15.  Taking on record the report, Justice Rakesh Kumar Jain of the High Court also fixed February 1 as the date for the submission of final report.
16.  Handing over the probe to the CBI in December, 2014, the High Court had rapped the Haryana Police for letting “grass to grow under its feet” and conducting “worthless investigations” in the case allegedly involving self-styled godman Gurmeet Ram Rahim Singh.
17.  The order came nearly two years after Hans Raj Chauhan of Fatehabad district alleged the followers were castrated after giving them false hope that “the males who would get castrated would be able to achieve God through Gurmeet Ram Rahim Singh”.
18.  The Court had also made it clear the Bench would monitor the progress by directing periodic submission of status report. “If the matter were to be merely left with the CBI and if the case against Dera Sacha Sauda headed by Gurmeet Ram Rahim for offences under Sections 302 and 376, which are pending from the year 2003 is any indication, it may not conclude at all,” the Bench had asserted.
19.  In its petition before the High Court, an NGO — Lawyers for Human Rights International — through counsel Navkiran Singh had also furnished a list of 166 persons allegedly castrated. The premier investigating agency has since then been submitting status reports in a sealed cover. But, it was yet to submit its final report. Tribune News Service: Chandigarh

15.       “As to why there was no order for the Army to enter the campus. They are only ensuring enforcement of curfew in the area,” as Chahal said?
16.        “The Army along with the police and paramilitary forces has put up barricades at entry points of the Dera Sacha Sauda premises”. Were the barricades at entry points of the Dera Sacha Sauda premises of the Army along with the police and paramilitary forces not adequately, meaningfully and effectively sealed under the supervision of the government of Haryana?
17.         “Chahal said that a high-level meeting between the Army and the state authorities was underway this afternoon”.
18.          The government of Haryana as to how far curtailed the powers of ‘The Army’ or made ‘The Army’ toothless in order to have the Dera Sacha Sauda premises under direct control of administration of the  government of Haryana and other  secret agencies concerned?
19.        An estimated one lakh people, including women and children, were present in the sect headquarters. Why?
20.           Under the circumstances, what purpose will serve now the search of Dera Sacha Sauda, Hisar etc?
21.           Who Will Answer the Questions Above, ‘To Justify about 13 Days Delay in Searching the Dera Sacha Sauda, Hisar Etc and Why Was the Delay’?

(i)                 Even though Gurmeet Ram Rahim Singh have been sentenced for 20 years for raping 2 of his Dera followers, the developments relating to his lifestyle, his army and his 'daughter' just keep coming out time to time.
(ii)               On Monday, the Haryana police raided the Dera Sach Sauda Headquarter in Sirsa and seized a huge cache of arms. However, around 90% of the arms seized were licensed.
(iii)             Reports suggested that the arms were being used by the followers of Ram Rahim in inciting tensions and disrupting the harmony after he was awarded 20 years of jail time.
(iv)             After Ram Rahim was sentenced by the special CBI court in Panchkula, around 18 girls and 34 boys were rescued from the Dera.
(v)               Reports also suggested that apart from missing his lavish lifestyle in jail, Ram Rahim currently aches for his adopted daughter Priyanka Taneja aka Honeypreet Insaan.
