The attached news item was published  in Punjabi Press about two months ago. I hope the "Dartaveij" or draft must be ready by now for distribution to foreign governments.
Sir is it possible to receive the copy of the 'Dastaveij" or draft for us to read, because it is the us Sikhs living in Canada,USA,Europe and other countries, who are the victims of racism and know the situation first hand and taking action against such racism for the past 33 years. We took actions against racism  through, Education of the Public and public servant here, and the legal actions when warranted,and many other types of actions.
I was just wondering whether there were any Gursikhs from foreign countries who were on the Committee preparing the "Dastaviej". In these countries this is called "The consultations with state holders". In this case the victims of racism are the proper stakeholders. additionally, instead of individual Sikhs the inclusion of well established Sikh Organizations who are not only facing some of these problems and are taking legal and educational actions since 1984.
Note: What was the use of distributing the "Dastaviej" government of India embassies and High Commissions, who can not do anything about these matters because they do not have any clout with foreign governments and do not have any interest. On the contrary they usually falsely  labelled Sikhs as separatist and terrorists, and tried to destabilize Sikh Community through direct interferences in local Gurdwara elections and sending their spies in Sikh places of worship.

I appreciate your relentless efforts to spread the message of Gurbani to people in South India. This type of dedication is lacking in our Jathedars who are only good at creating divisions in Khalsa Panth instead to building unity.
Thank You for pertinent question on a very pertinent and Important issue about SGPC issuing such empty sounding news. They do not even know what is racism and who is perpetrating it? In my opinion there is thousand times much more RACISM in INDIA against Sikhs and other minorities specially alleged and dubbed low castes.
As far as Western Countries are concerned, The Sikhs and Sikh Organizations are taking good care of Racism incidents through legal actions against the offenders and educating the public at large not only for Sikhs, but also other fellow citizen of other cultures in these multicultural Societies. The diaspora Sikhs mostly never depended upon SGPC or DSGMC for any advise. Simply because they do not know how to present the Sikh case to governments and public here in a competent manner, just because they lack the understanding of the cultures in these multicultural countries.
SGPC has failed miserably to fulfill our urgent demand on Standard Nanakshahi Calendar. We had to lobby SGPC on that issue for two decades eventually to get it approved in 2003. But SGPC choose to go into Hindu fold again by reverting back to Monkey type Bikrami Calendar. I have already told then many times in the past ten years the "They have lost their Credibility through their Anti Sikh actions and it is difficult to trust the people employed by SGPC.After GOI's army attack on Darbar Sahib and Gurdwaras across Punjab, now these Jathedars have awakened after 33 years of slumber to tackle the issue of Racism in Western lands, and they hardly understand they problem, and they do not find it proper to consult the people who are directly affected !
Coming back to your "SIMPLE QUESTION" in the last lines of your message, I would give you two reasons:
1) We do care about our fellow Sikhs in Punjab and India and all over the world. Now we are trying to help the some Sikhs in Afghanistan who are facing Racism from Taliban.
2) We must have one place to get together and discuss Sikh issues affecting us all equally,in the light of Gurbani principles, at a place where our ancestors got together to determine Important Panthic issues in the past difficult times. It is sad that our central place has been spoil ed by the corrupt political and Derabaad forces.
Note:For the time being we are not seeking any advise from SGPC on Sikh issues. Sikh Organizations are active in International Interfaith Conferences and represent Sikh Religion very capably in professional manners. We take care of isolated Racism incidents very professionally. Thee is no need forSGPC to muddy the waters in this respect.
All we want is that The Jathedars and SGPC must uphold the Glory of the Darbar Sahib and Akal Takhat Sahib. We have proofs for the past 33 years how the Jathedars have tried to eroded that glory.They think that there are no Sikhs living outside Punjab and they are free to issue meaningless Hukamnamas that no one care to respect. It is with great regrets that I have to write these painful truths. Back in 2005 a detailed request was sent to SGPC to streamline the appointment of enlightened Jathedars at Darbar Sahib, but they did nothing resulting in further degradations.
