1.      Clean Up Punjab Police:  War On Drugs (Crime and Intolerance) Can’t Be Won With Tainted Hands.
2.      THE Special Task Force, constituted by the Congress government in Punjab to tackle the drug menace in the state, is showing some positive results. It has arrested a CIA Inspector, known in police circles as a “drug recovery specialist”, posted at Kapurthala. Small-level arrests have been made but big fish have escaped the net. 3.      Results are inadequate and unsatisfactory. A few days ago the Bathinda SSP and a DSP were accused of facilitating the release of a drug trader. The detention of an SP-rank officer after the Pathankot air base attack suggested a police-drug-terror nexus but the NIA clean chit came without offering a convincing explanation for his activities close to the border with Pakistan.
4.      Then there is the all-important 2014 case of ex-DSP Jagdish Singh Bhola, which hinted at political involvement in drug trade.
5.      The case has dragged on and seems to be proceeding in favour of the accused. Last year a Jalandhar court acquitted him in one of the cases, which points to weak prosecution. Now his case is being handled by junior-level ED officials. It is hard to believe that drug business could have flourished in Punjab without the knowledge of the police.
6.      The fragile law and order situation, the unsolved high-profile murders, the rise of gangsters, the pathetic condition of jails and an abysmal rate of conviction in cases involving politicians do no credit to the Punjab Police and urgently call for its overhaul and depoliticisation.  
7.      When Capt Amarinder Singh swore with his hand on a holy book to remove the drug affliction from the state within a month of coming to power, people believed him.
8.      The expectation was, regardless of the offenders’ position or political colour, none would be spared. Even though three months have passed and impatient opposition parties have started protests, all that the government has to show up by way of result is a litany of promises and an expression of resolve.
9.      Low-key submissions have replaced pre-poll thunderous declarations.
10.  The Captain’s well-wishers are willing to give him more time but there is a limit to patience.

11.  ਵਿਸ਼ੇਸ਼ ਟਾਸਕ ਫੋਰਸ (ਐੱਸਟੀਐੱਫ) ਵੱਲੋਂ ਕਪੂਰਥਲਾ ਵਿੱਚ ਤਾਇਨਾਤ ਸੀਆਈਏ ਇੰਸਪੈਕਟਰ ਇੰਦਰਜੀਤ ਸਿੰਘ ਦੀ ਨਸ਼ਿਆਂ ਦੀ ਤਸਕਰੀ ਤੇ ਨਾਜਾਇਜ਼ ਹਥਿਆਰ ਰੱਖਣ ਦੇ ਦੋਸ਼ਾਂ ਹੇਠ ਗ੍ਰਿਫ਼ਤਾਰੀ ਦਰਸਾਉਂਦੀ ਹੈ ਕਿ ਪੁਲੀਸ ਫੋਰਸ ਨੂੰ ਆਪਣਿਆਂ, ਖ਼ਾਸ ਤੌਰ ’ਤੇ ‘ਵੱਧ ਉਤਸ਼ਾਹੀ’ ਕਰਮੀਆਂ ਉੱਤੇ ਨਜ਼ਰ ਰੱਖਣ ਦੀ ਉਚੇਚੀ ਲੋੜ ਹੈ। 12.  ਐੱਸਟੀਐੱਫ ਦੇ ਇਸ ਇੰਸਪੈਕਟਰ ਦੀਆਂ ਦੋ ਰਿਹਾਇਸ਼ਾਂ ਉੱਤੇ ਛਾਪਿਆਂ ਰਾਹੀਂ ਚਾਰ ਕਿਲੋ ਹੈਰੋਇਨ, ਤਿੰਨ ਕਿਲੋ ਸਮੈਕ, ਏ.ਕੇ. 47 ਰਾਈਫਲ, 9 ਮਿ.ਮੀ. ਵਿਦੇਸ਼ੀ ਪਿਸਤੌਲ, ਅਣਚੱਲੇ ਕਾਰਤੂਸ ਅਤੇ ਸਾਢੇ ਸੋਲ੍ਹਾਂ ਲੱਖ ਨਕਦੀ ਬਰਾਮਦ ਕਰਨ ਦਾ ਦਾਅਵਾ ਕੀਤਾ ਗਿਆ ਹੈ। ਇਹ ਵੀ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਪਿਛਲੇ ਪੰਜ ਸਾਲਾਂ ਦੌਰਾਨ ਉਹ ਜਿੱਥੇ ਵੀ ਤਾਇਨਾਤ ਰਿਹਾ, ਉਸ ਨੇ ਵੱਡੇ ਪੱਧਰ ’ਤੇ ਨਸ਼ਿਆਂ ਦੀਆਂ ਬਰਾਮਦਗੀਆਂ ਕੀਤੀਆਂ। ਇਸੇ ਕਾਰਨ ਉਸ ਨੂੰ ਚੋਖੇ ਮਾਣ-ਸਨਮਾਨ ਵੀ ਮਿਲਦੇ ਰਹੇ।
13.  ਮਾਣ-ਸਨਮਾਨ ਦੇਣ ਵਾਲੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਦੇ ਇਹ ਘੋਖਣ ਦਾ ਯਤਨ ਤਕ ਨਹੀਂ ਕੀਤਾ ਕਿ ਉਸ ਵੱਲੋਂ ਬਤੌਰ ਜਾਂਚ ਅਧਿਕਾਰੀ (ਆਈਓ) ਪੜਤਾਲੇ ਗਏ ਕੇਸ ਅਦਾਲਤਾਂ ਵਿੱਚ ਜਾ ਕੇ ਫੇਲ੍ਹ ਕਿਉਂ ਹੋ ਜਾਂਦੇ ਹਨ ਅਤੇ ਮੁਲਜ਼ਮ ਬਰੀ ਕਿਉਂ ਹੋ ਜਾਂਦੇ ਸਨ।
14.  ਐੱਸਟੀਐੱਫ ਦੇ ਮੁਖੀ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਸਿੱਧੂ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਇਹ ਇੰਸਪੈਕਟਰ ਆਪਣੇ ਵੱਲੋਂ ਫੜੇ ਗਏ ਤਸਕਰਾਂ ਜਾਂ ਉਨ੍ਹਾਂ ਦੇ ਸਰਗਨਿਆਂ ਨਾਲ ਸੌਦੇਬਾਜ਼ੀ ਕਰ ਲੈਂਦਾ ਸੀ ਅਤੇ ਫਿਰ ਕੇਸ ਇੰਨੇ ਕੁ ਕਮਜ਼ੋਰ ਤਿਆਰ ਕਰਦਾ ਸੀ ਕਿ ਮੁਲਜ਼ਮ ਬਰੀ ਹੋ ਜਾਣ। ਉਸ ਦੇ ਅਜਿਹੇ ਰਿਕਾਰਡ ਦੇ ਮੱਦੇਨਜ਼ਰ ਉਸ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਦਾ ਜਾਇਜ਼ਾ ਲਿਆ ਗਿਆ ਅਤੇ ਇਸੇ ਜਾਇਜ਼ੇ ਦੇ ਆਧਾਰ ਉੱਤੇ ਉਸ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਹੋਈ।
15. ਐੱਸਟੀਐੱਫ ਮੁਖੀ ਦੇ ਅਜਿਹੇ ਦਾਅਵਿਆਂ ਦੇ ਬਾਵਜੂਦ ਇੱਕ ਤੱਥ ਸਪੱਸ਼ਟ ਹੈ ਕਿ ਕਾਰਵਾਈ ਦੇਰ ਨਾਲ ਹੋਈ। ਦਰਅਸਲ, ਪੰਜਾਬ ਪੁਲੀਸ ਦੀ ਮੁਲਾਂਕਣ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਕੋਈ ਗੰਭੀਰ ਨੁਕਸ ਹੈ ਜੋ ਕਾਲੀਆਂ ਭੇਡਾਂ ਦੇ ਫਲਣ-ਫੁਲਣ ਵਿੱਚ ਵੱਧ ਸਹਾਈ ਹੁੰਦਾ ਹੈ। ਇਹੀ ਕਾਰਨ ਹੈ ਕਿ ਇੰਦਰਜੀਤ ਸਿੰਘ ਪੰਜ ਸਾਲਾਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੋਂ ਆਪਣਾ ‘ਕਾਰੋਬਾਰ’ ਨਿਧੜਕ ਹੋ ਕੇ ਚਲਾਉਂਦਾ ਰਿਹਾ ।
16.  ਜਦੋਂ ਐੱਨਡੀਪੀਐੱਸ ਦੇ ਤਿੰਨ-ਚਾਰ ਕੇਸ ਅਦਾਲਤ ਵਿੱਚ ਜਾ ਕੇ ਡਿੱਗ ਪੈਣ ਤਾਂ ਸੀਨੀਅਰ ਪੁਲੀਸ ਅਫ਼ਸਰਾਂ ਦੇ ਕੰਨ ਖੜ੍ਹੇ ਹੋ ਜਾਣੇ ਚਾਹੀਦੇ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਕੇਸਾਂ ਨਾਲ ਦੇ ਅਫ਼ਸਰ ਦੇ ਕਿਰਦਾਰ ਤੇ ਕਾਰ-ਵਿਹਾਰ ਦੀ ਚੁੱਪ-ਚੁਪੀਤਿਆਂ ਪੜਤਾਲ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ
