1.      Would arrested IG Paramraj Singh Umranangal said to the ‘Blue Eyed Boy*’ of former Deputy CM Sukhbir Singh Badal and SAD president Sukhbir Singh Badal  be helped to hamper the investigation by CM of Punjab, Amarinder Singh, who is known to be close with Badal  Family in the open knowledge of all?
2.      Would CM of Punjab, Amarinder Singh create hindrances in the working of Special Investigation Team (SIT) at the instance of Badal Family hereafter? The Possibility can’t be ruled out.
3.     Now after the ‘Arrested IG Paramraj Singh Umranangal’, in order to further complete the investigation to the satisfaction of the Special Investigation Team (SIT), the pointer of guilt is very likely be only towards former CM Parkash Singh Badal, former Deputy CM Sukhbir Singh Badal and former DGP Sumedh Singh Saini and to some subordinate police officers especially then from Ludhiana.
In view of the questions above and the similar more related questions agitating the mind in general of all, could there be justice insight immediately for the desecration of Guru Granth Sahib and to the ‘Two persons who were participating in a protest against the October 12, 2015, desecration of Guru Granth Sahib in Bargari village in Faridkot district were killed in police firing at Behbal Kalan on October 14, 2015 and others’?

3.     IG Paramraj Singh Umranangal, who was arrested by the Special Investigation Team probing the Behbal Kalan firing on Monday, has never been away from controversies ever since he was inducted into the Punjab Police as a DSP in 1987 on compassionate grounds.
4.     The 1995-batch IPS officer is the son of three-time Akali MLA late Jiwan Singh and was employed after his brother was gunned down by terrorists. Despite facing many controversies, the senior cop has managed plum field postings throughout his career so far.
5.     In 2012, when the government transferred him from the post of Ferozepur DIG for mishandling a minor’s abduction case, he bagged a prize posting as the DIG (border range), from where he was later suspended for creating indiscipline. The suspension came close on the heels of the murder of a policeman in Amritsar by a SAD leader.
6.     Another major case dates back to 1994, when Umranangal was posted as Ropar DSP. On August 13, 1994, three-four policemen went to the house of one Jagir Singh in Kala Afghana village and allegedly took away his son Sukhpal Singh, saying that he was required by the Majitha district police. 
7.     However, Sukhpal never returned. A few days later, newspapers reported that terrorist Gurnam Singh Bandala had been killed in an encounter by Umranangal and his team. 
8.     After several years, the family of Sukhpal learnt that Bandala had in fact been caught alive and Sukhpal had been killed in his place. The report of this case is yet to be completed. 
9.      Also, in January 2017, Umranangal, the then Patiala SSP, was among seven people held guilty by a local court for “registering a false rape case” Besides, he was accused of extortion by Bollywood singer Daler Mehandi in 2003-04.

“ਆਈਜੀ ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਗ੍ਰਿਫ਼ਤਾਰ:
(i)  ਐੱਸਆਈਟੀ ਵੱਲੋਂ ਉਮਰਾਨੰਗਲ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨਾ ਗੋਲੀਕਾਂਡ ਮਾਮਲੇ ਵਿਚ ਹੁਣ ਤੱਕ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਕਾਰਵਾਈ ਮੰਨੀ ਜਾ ਰਹੀ ਹੈ।
(ii)  ਐੱਸਆਈਟੀ ਨਾਲ ਜੁੜੇ ਸੂਤਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਹਰੀ ਝੰਡੀ ਦੇ ਦਿੱਤੀ ਤਾਂ ਉਮਰਾਨੰਗਲ ਤੋਂ ਕੀਤੀ ਜਾਣ ਵਾਲੀ ਤਫ਼ਤੀਸ਼ ਦੇ ਆਧਾਰ ’ਤੇ ਸਾਬਕਾ ਮੁੱਖ ਮੰਤਰੀ ’ਤੇ ਸਾਬਕਾ ਡੀਜੀਪੀ ਨੂੰ ਵੀ ਪੁੱਛਗਿੱਛ ਲਈ ਤਲਬ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ।
(iii)  ਸੂਤਰਾਂ ਦਾ ਦੱਸਣਾ ਹੈ ਕਿ ਏਡੀਜੀਪੀ ਜਤਿੰਦਰ ਕੁਮਾਰ ਜੈਨ ਅਤੇ ਉਮਰਾਨੰਗਲ ਦਰਮਿਆਨ 12 ਫਰਵਰੀ ਨੂੰ ਪੁੱਛਗਿੱਛ ਮੌਕੇ ਕਾਫ਼ੀ ਬਹਿਸ ਵੀ ਹੋਈ ਸੀ।
(iv)     ਐੱਸਆਈਟੀ ਦੇ ਇੱਕ ਸੀਨੀਅਰ ਮੈਂਬਰ ਨੇ ਇਹ ਵੀ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਉਮਰਾਨੰਗਲ ਵੱਲੋਂ ਤਫ਼ਤੀਸ਼ ਵਿਚ ਸਹਿਯੋਗ ਨਹੀਂ ਸੀ ਦਿੱਤਾ ਜਾ ਰਿਹਾ ਜਿਸ ਕਰਕੇ ਹਿਰਾਸਤੀ ਪੁੱਛਗਿੱਛ ਲਈ ਗ੍ਰਿਫ਼ਤਾਰ ਕਰਨ ਦੀ ਕਾਰਵਾਈ ਕੀਤੀ ਗਈ ਹੈ।

11.   ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਦੀ ਬੇਅਦਬੀ ਤੋਂ ਬਾਅਦ ਕੋਟਕਪੂਰਾ ਵਿਚ ਲੋਕਾਂ ਵੱਲੋਂ ਦਿੱਤੇ ਜਾ ਰਹੇ ਸ਼ਾਂਤਮਈ ਰੋਸ ਧਰਨੇ ਦੌਰਾਨ ਗੋਲੀਆਂ ਚਲਾਉਣ ਅਤੇ ਕੁੱਟਮਾਰ ਕਰਨ ਦੇ ਦੋਸ਼ਾਂ ’ਚ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤੇ ਗਏ ਆਈਜੀ ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਦਾ ਫ਼ਰੀਦਕੋਟ ਵਿੱਚ ਵਾਪਰੇ ਹਰ ਕਾਂਡ ਵਿੱਚ ਖਲਨਾਇਕ ਵਜੋਂ ਨਾਮ ਬੋਲਦਾ ਰਿਹਾ ਹੈ।

12.    ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਨੇ ਫਰੀਦਕੋਟ ਰੇਂਜ ਦਾ ਡੀਆਈਜੀ ਹੁੰਦਿਆਂ ਫਰੀਦਕੋਟ ਵਿਖੇ 2012 ’ਚ ਵਾਪਰੇ ਬਹੁ-ਚਰਚਿਤ ਨਾਬਾਲਗ ਅਗਵਾ ਕਾਂਡ ਨੂੰ ਪ੍ਰੇਮ ਵਿਆਹ ਦਾ ਨਾਮ ਦੇਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਸੀ ਅਤੇ ਅਗਵਾ ਕਾਂਡ ਦੇ ਮੁੱਖ ਦੋਸ਼ੀ ਨਿਸ਼ਾਨ ਸਿੰਘ ਨੂੰ ਬਚਾਉਣ ਲਈ ਇੱਕ ਉੱਚ ਪੱਧਰੀ ਪ੍ਰੈੱਸ ਕਾਨਫ਼ਰੰਸ ਵੀ ਕਰ ਦਿੱਤੀ ਸੀ, ਜਿਸ ’ਚ ਦਾਅਵਾ ਕੀਤਾ ਗਿਆ ਸੀ ਕਿ ਨਿਸ਼ਾਨ ਸਿੰਘ ਨੇ ਨਾਬਾਲਗ ਲੜਕੀ ਅਗਵਾ ਨਹੀਂ ਕੀਤੀ ਬਲਕਿ ਉਸ ਨੇ ਪ੍ਰੇਮ ਵਿਆਹ ਕੀਤਾ ਹੈ। 
13.    ਹਾਲਾਂਕਿ ਬਾਅਦ ਵਿੱਚ ਸੈਸ਼ਨ ਕੋਰਟ ਅਤੇ ਹਾਈ ਕੋਰਟ ਨੇ ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਦੇ ਇਸ ਦਾਅਵੇ ਨੂੰ ਮੂਲੋਂ ਰੱਦ ਕਰ ਦਿੱਤਾ ਸੀ।
14.     ਫ਼ਰੀਦਕੋਟ ਦਾ ਐੱਸਐੱਸਪੀ ਹੁੰਦਿਆਂ ਉਮਰਾਨੰਗਲ ਵੱਲੋਂ ਕੁਝ ਪੱਤਰਕਾਰਾਂ ਖ਼ਿਲਾਫ਼ ਨਿੱਜੀ ਰੰਜਿਸ਼ ਤਹਿਤ ਝੂਠੇ ਪਰਚੇ ਵੀ ਦਰਜ ਕਰਵਾਏ ਗਏ ਸਨ। ਉਮਰਾਨੰਗਲ ਨੇ ਫਰੀਦਕੋਟ ਐੱਸਐੱਸਪੀ ਹੁੰਦਿਆਂ ਇੱਕ ਅਕਾਲੀ ਆਗੂ ਉੱਪਰ 5 ਕਿੱਲੋਂ ਅਫੀਮ ਰੱਖਣ ਦਾ ਪਰਚਾ ਵੀ ਦਰਜ ਕੀਤਾ ਸੀ, ਜਿਸ ਨੂੰ ਬਾਅਦ ਵਿੱਚ ਅਦਾਲਤ ਨੇ ਰੱਦ ਕਰ ਦਿੱਤਾ ਸੀ। 
15.    ਗੈਂਗਸਟਰ ਸੁੱਖਾ ਕਾਹਲਵਾਂ ਦੇ ਕਥਿਤ ਕਾਤਲਾਂ ਦੀ ਫ਼ਰੀਦਕੋਟ ਵਿੱਚੋਂ ਦਿਖਾਈ ਗ੍ਰਿਫ਼ਤਾਰੀ ਵੀ ਕਾਫ਼ੀ ਵਿਵਾਦਾਂ ’ਚ ਘਿਰੀ ਰਹੀ ਹੈ। ਇਹ ਗ੍ਰਿਫ਼ਤਾਰੀਆਂ ਵੀ ਉਮਰਾਨੰਗਲ ਦੇ ਡੀਆਈਜੀ ਹੁੰਦਿਆਂ ਹੋਈਆਂ ਸਨ। 
16.    ਗੈਂਗਸਟਰਾਂ ਕੋਲੋਂ ਵਿਦੇਸ਼ੀ ਹਥਿਆਰਾਂ ਦਾ ਜ਼ਖ਼ੀਰਾ ਬਰਾਮਦ ਹੋਣ ਦਾ ਮਾਮਲਾ ਵੀ ਅੱਜ ਤੱਕ ਵੀ ਵਿਵਾਦਾਂ ’ਚ ਹੈ। ਸੂਤਰਾਂ ਅਨੁਸਾਰ ਇਹ ਸਮੁੱਚਾ ਮਾਮਲਾ ਫਰਜ਼ੀ ਸੀ ਅਤੇ ਪ੍ਰਾਸੀਕਿਊਸ਼ਨ ਵਿਭਾਗ ਨੇ ਇਸ ਮਾਮਲੇ ਦਾ ਚਲਾਨ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਸੀ। ਬਾਅਦ ਵਿੱਚ ਪੁਲੀਸ ਨੇ ਆਪਣੇ ਪੱਧਰ ’ਤੇ ਹੀ ਇਹ ਚਲਾਨ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ। 
17.    ਫਰੀਦਕੋਟ ਵਿੱਚ ਬਣੀ ਗੁੰਡਾਗਰਦੀ ਵਿਰੁੱਧ ਐਕਸ਼ਨ ਕਮੇਟੀ ਦੇ ਆਗੂ ਗੁਰਦਿੱਤ ਸਿੰਘ ਸੇਖੋਂ ਨੇ ਕਿਹਾ ਕਿ ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਦਾ ਫਰੀਦਕੋਟ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਐੱਸਐੱਸਪੀ ਹੁੰਦਿਆਂ ਅਤੇ ਡੀਆਈਜੀ ਰਹਿੰਦੀਆਂ ਸਮੁੱਚਾ ਸੇਵਾ ਕਾਲ ਵਿਵਾਦਾਂ ’ਚ ਘਿਰਿਆ ਰਿਹਾ ਹੈ। ਮੋਗਾ ‘ਚ ਵਾਪਰੇ ਪਾਸਪੋਰਟ ਕਾਂਡ ਵਿੱਚ ਘਿਰੇ ਕੁਝ ਪੁਲੀਸ ਅਧਿਕਾਰੀਆਂ ਦੀ ਉਮਰਾਨੰਗਲ ਵੱਲੋਂ ਕਥਿਤ ਤੌਰ ’ਤੇ ਮੱਦਦ ਕੀਤੀ ਗਈ ਸੀ ਅਤੇ ਕੁਝ ਅਧਿਕਾਰੀਆਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਖ਼ਤਮ ਕਰ ਦਿੱਤੀਆਂ ਸਨ ਪਰ ਉਮਰਾਨੰਗਲ ਨੇ ਫਰੀਦਕੋਟ ਦੇ ਡੀ.ਆਈ.ਜੀ ਹੁੰਦਿਆਂ ਇਨ੍ਹਾਂ ਅਧਿਕਾਰੀਆਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਨੂੰ ਮੁੜ ਬਹਾਲ ਕਰ ਦਿੱਤਾ ਸੀ। 
18.    ਉਧਰ, ਹੁਣ ਤੱਕ ਦੋ ਕਮਿਸ਼ਨਾਂ ਵੱਲੋਂ ਕੀਤੀ ਜਾਂਚ ਵਿੱਚ ਇਹ ਤੱਥ ਸਾਹਮਣੇ ਆਇਆ ਹੈ ਕਿ ਜੇਕਰ ਕੋਟਕਪੂਰਾ ਵਿੱਚ ਪੁਲੀਸ ਸ਼ਾਂਤਮਈ ਧਰਨਾ ਦੇਣ ਵਾਲੇ ਲੋਕਾਂ ਉੱਪਰ ਲਾਠੀਚਾਰਜ ਨਾ ਕਰਦੀ ਤਾਂ ਬਹਿਬਲ ਅਤੇ ਬਰਗਾੜੀ ਕਾਂਡ ਤੋਂ ਬਚਿਆ ਜਾ ਸਕਦਾ ਸੀ।
ਵਿਵਾਦਾਂ ’ਚ ਲਗਾਤਾਰ ਘਿਰਿਆ ਰਿਹਾ ਪੁਲੀਸ ਅਧਿਕਾਰੀ:
19.    ਪਟਿਆਲਾ: ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਪਰਮਰਾਜ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਕਾਫ਼ੀ ਲੰਮੇ ਸਮੇਂ ਤੋਂ ਵਿਵਾਦਾਂ ਵਿਚ ਹੀ ਰਹੇ ਹਨ। 1995 ਬੈਚ ਦੇ ਇਸ ਆਈਪੀਐੱਸ ਅਫ਼ਸਰ ਨੂੰ 1987 ਵਿਚ ਪੰਜਾਬ ਪੁਲੀਸ ਵਿਚ ਡੀਐੱਸਪੀ ਦੀ ਨੌਕਰੀ ਤਰਸ ਦੇ ਆਧਾਰ ’ਤੇ ਮਿਲੀ ਸੀ। 
20.   ਉਹ ਤਿੰਨ ਵਾਰ ਅਕਾਲੀ ਵਿਧਾਇਕ ਰਹੇ ਮਰਹੂਮ ਜੀਵਨ ਸਿੰਘ ਉਮਰਾਨੰਗਲ ਦਾ ਪੁੱਤਰ ਹੈ ਤੇ ਉਸ ਦੇ ਭਰਾ ਨੂੰ ਅਤਿਵਾਦ ਦੇ ਦੌਰ ’ਚ ਖਾੜਕੂਆਂ ਨੇ ਹਲਾਕ ਕਰ ਦਿੱਤਾ ਸੀ।
21.    ਉਮਰਾਨੰਗਲ ਅਗਵਾ ਤੇ ਹੱਤਿਆ ਮਾਮਲੇ, ਬੌਲੀਵੁੱਡ ਗਾਇਕ ਦਲੇਰ ਮਹਿੰਦੀ ਨੂੰ ਧਮਕਾ ਕੇ ਪੈਸੇ ਮੰਗਣ ਦੇ ਮਾਮਲੇ, ਫ਼ਰਜ਼ੀ ਮੁਕਾਬਲੇ ਤੇ ਇਕ ਫ਼ਰਜ਼ੀ ਬਲਾਤਕਾਰ ਕੇਸ ਦੇ ਮਾਮਲੇ ਵਿਚ ਵੀ ਵਿਵਾਦਾਂ ਵਿਚ ਘਿਰਿਆ ਰਿਹਾ ਹੈ। 
22.  ਸੰਨ 2012 ਵਿਚ ਅੰਮ੍ਰਿਤਸਰ ’ਚ ਇਕ ਅਕਾਲੀ ਆਗੂ ਵੱਲੋਂ ਪੁਲੀਸ ਮੁਲਾਜ਼ਮ ਦੀ ਹੱਤਿਆ ਕਰਨ ਦੇ ਮਾਮਲੇ ’ਚ ‘ਅਨੁਸ਼ਾਸਨਹੀਨਤਾ’ ਕਾਰਨ ਡੀਆਈਜੀ (ਸਰਹੱਦੀ ਰੇਂਜ) ਵੱਜੋਂ ਉਹ ਮੁਅੱਤਲ ਵੀ ਰਿਹਾ। -ਟਨਸ
