Will the NIA law Justifiable for the Minorities of India?

No Safeguard- ‘A safeguard is a law, rule, or measure intended to prevent someone or something from being harmed’ as should have been from “misuse” of the NIA law.
The verbal assertion over “misuse” of the NIA law seems like subject to ‘so long as all Indians always willing and ready to elect and bring the Modi government into power, otherwise there is no written guarantee for the “misuse” of the NIA law’. Isn’t?
