(ii) In view of an increase in the number of patients with firecracker-related injuries around Diwali in hospitals, the PGI has issued an advisory for safe use of crackers. Doctors said all accidents/mishaps due to fireworks occurred as a result of negligence and ignorance.
(iii) “Bursting of crackers and fireworks adds toxins to the already polluted atmosphere. For most people, festivals nowadays are “louder the noise, greater the thrill”. They often forget that the temporary joy and happiness lead to intense hazardous air as well as noise pollution,” said Dr Ravindra Khaiwal, Associate Professor of Environment Health, School of Public Health, PGI.
(iv) According to the PGI, it is high time to think and act on reducing the detrimental effect of fireworks on our environment and health.
Burst crackers carefully:
(v) Know your fireworks. Read the label before you ignite these
(vi) Buy green or perchlorate-free fireworks
(vii) Opt for low-smoke pyrotechnics as these are being tagged as environmentally friendly or “green fireworks”
(viii) Pay close attention to where your fireworks are aimed
(ix) Use firecrackers only for one hour between prescribed timings of 8 pm and 10 pm
(x) Handle firecrackers carefully. Read and follow the safety precautions issued with the fireworks
(xi) When bursting crackers, prefer open spaces like playgrounds
(xii) Keep a couple of buckets of water handy for putting out fires
(xiii) Use a long candle/’phooljhari’ for igniting firecrackers and keep elbow joint straight to increase the distance between the body and the crackers
(xiv) Wear well-fitting cotton clothes
(xv) In case of burns, splash tap water and repeat the process till the burning sensation reduces and seek medical help.

1. Pollution dampens the wholesome festive experience: IN the midst of Diwali effervescence, New Delhi is, unfortunately, grabbing headlines again, with its air pollution nearing the dangerous ‘severe-plus’ scale. In the NCR, the ‘severe’ and ‘very poor’ levels already stand breached. The situation was headed to a crisis, aggravated by the sudden change in wind direction, fanning smoke and dust from states that continue to burn paddy straw.
2. Pollution, however, should not be just about the National Capital or its satellite cities. There are no air borders. Across India, states are battling with noxious air. Oddly, Punjab — discredited rather unfairly for polluting Delhi’s air — has no means to check the Air Quality Index of its smoke-emitting villages. Its air monitoring centres are stationed in only six cities.
3. An ingenious perspective is now obligatory. Copious warnings have been issued to polluting units, farmers and random people burning garbage. For many years now, ‘Say no to crackers’ is a customary refrain at educational institutions, as are essays on mitigating pollution. Despite the steadfast thrust, nothing changed.
4. The situation, in fact, has worsened. There are two organic gaps in our understanding: one, isolating pollution; and two, talking about it inexhaustibly, but not following it up in full measure. The annual air dread around Diwali season and disregarding it soon after has, as we have seen, yielded zilch; neither will bifurcating pollution into air and water categories. A multi-pronged approach and multiple coordinating agencies are needed at various levels to deal with it, en bloc. The focus cannot alone be on creating awareness. Periodic review meetings are imperative to check progress.
5. State pollution boards need to step up their game and come up with innovative ideas, undertake more field work and be unsparing of defaulters. Prosaic, infrequent action will get us nowhere, nor will finger-pointing. If we continue to trifle with the issue, even in our individual capacity, there is no escaping the cross we will lug as giant gas chamber enablers.
6. A 21st century welfare State, with aspirations to sit at the high table and be counted, must handle pollution with the exigency and earnestness it warrants. The fear of the outdoors is now real”. 4. We should not forget that we could be proved either way wrong or incorrect in the matter of “Reviving Insurgency” in Punjab and similarly concluding about other major functionaries of our country, we can proved either way wrong and incorrect also.
5. So, commentator, Balbir Singh Sooch can never dare to conclude that our Indian Army Chief Bipin Rawat Beats Drum of “Reviving Insurgency” in Punjab politically more than the security concern? Indians have to be cautious and alert especially Punjab.

Too much discussion very cautiously and wisely took place and heard openly as to whether our Indian Army Chief Bipin Rawat has jurisdiction and competency only to impart the messages like, “Asserting that “insurgency” cannot be dealt with military force, he pitched for adopting an approach in which all agencies, the government, civil administration, military and the police, work in an “integrated manner”?

Our Indian Army Chief Bipin Rawat even mentioned and glorified Mission-2020 started by the Sikhs for Justice (SFJ), a Khalistan-supporter organization, who has no support at all for “Reviving Insurgency” in Punjab as the expert police officers and the politicians already clarified it again and again, still nothing is wrong to be alert always.

11. Indian Army Chief General Bipin Rawat on Sunday again warned the potential of revival of insurgency in Punjab while asking the people to remain alert on this front.
12. He even mentioned Mission-2020 started by the Sikhs for Justice (SFJ), a Khalistan-supporter organisation.
13. General Rawat, who was presiding over the annual founders’ day function at PPS Nabha, said that the possibility of the terrorist attacks are everywhere in India, but “Punjab is more venerable keeping in view the past history and continuously busting of the terror modules by Punjab Police in the recent past”.
14. He said that the Army and its intelligence wing were keeping in touch with the state police and central security agencies to tackle terrorism.
