It may be Will of God, for the reasons best known to God, and to expose such rulers in the manner, God as to why doing so and what is HIS WILL, and, as to how God came into existence, even our Gurus and Sri Guru Granth Sahib have/has not answered to it except advising always us accept Will of God without any argument for your peace of mind in face of hurdles and problem in life without weeping and any repentance in life before HIS WILL.
You and mine are/were made to weep and repent in life before HIS WILL and not for provoking people against HIS WILL.
Please accept and obey HIS WILL, i.e. WILL of GOD, it suits also to the rulers and tyranny in this world.
Who are we to disobey or challenge HIS WILL, i.e. WILL of GOD, demanding sacrifice to amend the rulers, not obeying HIS WILL, i.e. WILL of GOD?
Who will sacrifice, again it is HIS WILL, i.e. WILL of GOD!

Also during 1984-1987 where were Gagandip Singh Barnala and Sukhbir Singh Badal? There are several other players, whose integrity is questionable as they too have been rejoicing.
