It was never a law and order problem but system is operating so in India As to how the unitary form of the Indian system under the central agencies acts, now, is an open secret?
Let it be the case of Sikhs massacre, the destruction of the Babri Mosque in Ayodhya, Muslim killings in Gujarat etc always in order to have the political mileage or to project the politicians as puppets as was case of Congress 1984, after Sikhs massacre , BJP after the destruction of the Babri Mosque, the rise of Modi after Muslims Killings in Gujarat and so on, all, it happened with the help of the State machinery i.e. the Indian central agencies .

Very Sorry to recollect all such tragic issues but Sikhs have learnt nothing, and continue to worship the killers. If the Hindutva has the sharp iron axe, the Sikh leaders have been providing wooden handle as otherwise axe alone can’t cut anyone?     ਜੋ ਮੈ ਕੀਆ ਸੋ ਮੈ ਪਾਇਆ ਦੋਸੁ ਨ ਦੀਜੈ ਅਵਰਜਨਾ ॥21॥
“The letter ‘d’ dada says: We only reap the fruits of our own  actions, so how could we blame anyone else for our fate? Whatever one does, one has to bear the consequences also, so it is no use putting the blame on any other person for our ills. (21)”

  Now look at the past History, how due to easy way of life, Maharaja Ranjit Singh and his unworthy heirs got themselves duped by the cunning Dogras and Poorbias, and ultimately lost the Kingdom (1834-1849) !
During 1946-1947, then Sikh Leaders were easily hoodwinked by the clever Hindu Leaders and since then this dirty game has been going on till this day ?
After the Indian National Emergency imposed on 25th June 1975 by then P.M. Indira Gandhi, next Junta Govt. headed by P.M. Morarji Desai, Atul Behari Vajpayee having Surjit Singh Barnala Cabinet Minister and Parkash Singh Badal Punjab Chief Minister, how Nirankaris with the patronage of Indian Government had killed (13) Sikhs and wounded about 35-40 on 13th April 1978 at Amritsar? None was punished because that was Trailer shown before releasing the main Film, which was released from June to November 1984, and continued till 1995. Though on demand, some shows have been going on. Now this has become the norm to win the Elections i.e. by killing the Muslims and Sikhs, win the election.
  Punjab Chief Ministers from Surjit Singh Barnala to Parkash Singh Badal with the help of KPS Gill, Sumedh Saini, etc. have done more harm to the Sikhs than any other anti-Sikh element. Look at the latest News item by asking the Central Govt. to release the Sikh prisoners, who have completed their jail terms but Father & Son are unable to release them by invoking Articles 160 and 161 of The Constitution of India ? They are the most hypocrites and ungrateful.
