MODUS OPERANDI:
·     Beneficiaries had to pay Rs 20-Rs 60 to get a job card; in many cases these were made in the name of big farmers and landowners
·     Most seeking work under MGNREG scheme were illiterate and exploited by panchayat members
·     48.03 % of beneficiaries said panchayat members brought muster roll to work site for attendance, payments
·     19.10% of beneficiary households got their job cards within the stipulated 15-day period
·     21.29% applicants got work within 15 days and not a single beneficiary household was given unemployment allowance

1.      Patwaris hiring ‘proxies’ to ease workload, finds probe: By Ruchika M Khanna: Last Updated: Jul 4, 2019, 7:02 AM (IST): Tribune News Service, Chandigarh; Punjab
2.      Patwaris in the state have “hired” staff on their own to help them with their official work. It’s not an odd case, but almost 70 such instances have come to the fore till date.
3.      An investigation conducted by the Revenue Department has revealed that the practice of hiring staff by patwaris to assist them in discharging their official duties was found in at least 16 revenue districts of the state.
4.      The probe was conducted on the insistence of the Vigilance Department, which had got several complaints on the matter.
5.      Sources in the Revenue Department, however, insist that the malpractice is prevalent in all districts. At many places, it is the writ of these “assistants” that runs large and people approach them directly to get their work done, rather than meeting the official patwari.
6.      The Revenue Patwar Union of Punjab has rejected the investigation. They say that the practice was introduced by them with the knowledge of top political leaders and department officers to ensure that the work does not suffer.
7.      They maintain that since there is a severe shortage of patwaris (as against 4,716 vacancies, there are just 2,600 patwaris), private persons have been hired to help tide over the workload.
8.      Of the 2,600 patwaris working presently, 800 are due to retire or be promoted as kanungos by 2022. Though the government has made a move to recruit 1,335 patwaris, it will take a while before the process is completed.
9.      Mohan Singh, president of the Revenue Patwar Union, Punjab, said the government needed to immediately recruit more patwaris to curtail this practice. “A new recruit requires at least two years to start functioning. If there is no immediate recruitment and private persons continue working, in most revenue patwar circles, no one will have the knowledge of revenue records,” he said.
10.  The probe report, a copy of which is with The Tribune, reveals that maximum number of private persons hired by the patwaris is in Jalandhar (14), followed by Barnala, Moga and Sangrur districts (13 each), and Faridkot and Patiala (11 each). Interestingly, in Barnala, at least two patwaris posted in Pakhokalan and Kaleke sub-divisions have hired two persons each to assist them.
11.  According to information gathered by The Tribune, the illegal practice has been going on for the past several years. The system was devised as the state government failed to recruit new patwaris in place of those who retired from service. The remuneration paid to them by the patwaris varies between Rs 4,000 and Rs 7,000 per month.

13.  As against 4,716 vacancies, there are just 2,600 patwaris in the state. Of them, 800 are due to retire or get promoted as kanungos by 2022. The government had recently initiated a move to recruit nearly 1,335 patwaris, but it will take a while before the process is completed. Patwaris have started hiring staff unofficially to act as assistants at a monthly salary of Rs 4,000-7,000. At least 70 such cases have come to the fore in a probe by the Revenue Department. They say the system was devised as the govt has failed to appoint patwaris despite huge vacancies.
