1.      Chief Minister Parkash Singh Badal Wanted a List of Anti-Social and Mischievous Elements: Chief Minister Parkash Singh Badal wanted the intelligence wing to prepare a list of anti-social and mischievous elements. Till then as to what happened to the ‘List of Anti-Social and Mischievous Elements? Find the answer and know the truth? http://www.thekhalsa.org/frame.php?path=356&article=20681
2.      "I (Former DGP Shashi Kant) included those patronizing drug rackets also. As big names figured in the list, the CM told me that there was no need for me to get into these things as there were several other tasks-odd jobs," Chief Minister Parkash Singh Badal said.
3.      Former DGP Shashi Kant reveals six politicians 'patronizing drugs' in Punjab: I P Singh | TNN | Updated: Apr 23, 2014, 2:58 IST: JALANDHAR: Dropping a bombshell on the ruling SAD-BJP government and also on opposition Congress, former Punjab DGP (prisons) Shashi Kant on Tuesday disclosed six names, including two SAD ministers, from the much-talked about list of politicians and other high profile persons prepared by the intelligence department of the state police for patronizing drug pedaling in the state.
4.      Addressing a press conference here, Shashi Kant said the list was prepared after chief minister Parkash Singh Badal wanted the intelligence wing to prepare a list of anti-social and mischievous elements.
5.      "I included those patronizing drug rackets also. As big names figured in the list, the CM told me that there was no need for me to get into these things as there were several other tasks," he said.
6.      The names of politicians, which Shashi Kant claimed figured in the list, included SAD ministers Gulzar Singh Ranike and Ajit Singh Kohar, chief parliamentary secretary Virsa Singh Valtoha, former SAD MLA Veer Singh Lopoke and sitting Congress legislator from Amritsar (West) O P Soni and Jalandhar-based BJP leader Jimmy Kalia.
7.      Kant, who was ADGP (intelligence) in the SAD-BJP government, claimed that it was a four-page list, which was prepared by the intelligence department in 2007, and he gave it to the CM. He alleged that the list was kept under wraps and little action was taken as political careers of those named in it thrived-‘grow well and do well; often successful and profitable’ after 2007 even after it was submitted to CM Badal.
8.      The former top cop, who also runs an NGO, Nasha Virodhi Manch, and has been raking up the issue of drugs vociferously, claimed that he was even asked by CM Badal to get a joint raid by Narcotics Control Bureau (NCB) and Enforcement Directorate (ED) stopped, which they had planned to conduct on SAD minister Ranike.
9.      "Badal was tipped off by his sources that NCB and ED were about to conduct a raid on Ranike. He called me to his residence immediately and asked me to get the raids stopped using my network among senior officials and I managed to do that," Kant alleged.
10.  Shashi Kant clarified that Punjab revenue minister Bikram Majithia's name did not figure in the list. "But after Jagdish Singh Bhola named him, the Badals, instead of ordering a thorough inquiry, gave Majithia a clean chit within minutes," he said. Names of around 15-20 police officers -- both from IPS and PPS -- also figured in the list, along with some administrative officers and NGOs, he revealed.
11.  He also questioned BJP's prime ministerial candidate Narendra Modi over charges that drugs were used during his Jagraon rally and that the same thing would happen in Bathinda. "How can Modi, who claims to be a national leader, shake hands with those patronizing drug smugglers," he asked. BJP leader Arun Jaitley was also ducking-avoiding the issue and those in the list were campaigning for him, he said.
12.  "I was a confidante of Badals, but later fell out of favour after I refused to do certain jobs. The rift started when I refused to fix some persons, who had damaged a bus of Orbit transport company in Malwa, in NDPS Act cases as asked for by Badals. Then they realized that I will not do everything as desired by them," Kant alleged.
13.  He said that when he became DGP (prisons), after remaining sidelined for a couple of years, he realized that heavy quantities of drugs were being smuggled into Punjab's jails.
14.  Kalia demands independent probe: After his close confidante Jimmy Kalia was named by former Punjab DGP Shashi Kant, former minister and sitting BJP MLA Manoranjan Kalia said that timing of the disclosure by Kant, a member of campaign committee of Aam Aadmi Party (AAP), smacked of political motives, but still these needed to be probed thoroughly either by state or central agencies or by a sitting judge of Punjab and Haryana high court.
15.  The BJP leader said that anybody found guilty must be dealt with harshly. "As a person considered close to me has been named, a thorough and independent probe must be made," Kalia said. Shashi Kant made it clear that Manoranjan Kalia's name never figured in the list. With Kalia demanding a probe, SAD leaders may find it difficult to duck the issue, sources said. 16.  “-‘Quit job out of frustration’, ED officers Niranjan Singh who probed Bhola drug racket case tells high court: Singh said that he was not allowed to proceed against former revenue minister Bikram Singh Majithia in Jagdish Bhola drug racket case. PUNJAB Updated: October 12, 2018 10:14 IST: HT Correspondent: Hindustan Times, Chandigarh
17.  Chandigarh Enforcement Directorate deputy director Niranjan Singh: Chandigarh Enforcement Directorate deputy director Niranjan Singh on Thursday told the Punjab and Haryana high court that he quit his job out of ‘frustration’ as he was not allowed to proceed against former revenue minister Bikram Singh Majithia in Jagdish Bhola drug racket case.
18.  “He resigned out of frustration … he was not allowed to proceed against Majithia,” Niranjan’s counsel and senior advocate Anupam Gupta told court. “Not a single witness has been examined nor a single attachment order passed by investigation officers (IOs) since the probe was handed over to them. One of the IO is on leave… attempts are to suppress, defeat and frustrate the case,” Gupta told the high court, adding that these facts were part of a sealed cover report submitted by Niranjan Singh on May, 23, 2018.
19.  The statement invited sharp reaction from assistant solicitor general Chetan Mittal. However, special bench of chief justice Krishna Murari and justice AB Chaudhari maintained that it can’t intervene on someone’s resignation. Niranjan Singh, who had put in his papers earlier this month, was present during the hearing.
20.  Majithia was summoned by the ED twice in 2015 when Niranjan was the IO. Later, he was promoted to the post of deputy director and had merely supervisory role in the investigation. Two IOs were assigned the probe into Bhola drug case.
21.  Majithia’s name had cropped up in confessional statements of some key accused --- businessman Jagjit Singh Chahal, who claimed he gave Majithia Rs 35 lakh as election fund. SAD leader Maninder Singh Aulakh had claimed that Majithia wanted him to ‘help’ other accused, Satpreet Satta and NRI Parminder Singh Pindi, in the case.
22.  Majithia has rubbished all these allegations. Gupta further said that he was ready to bring on record how Niranjan was threatened by officials from finance ministry and ED.
23.  “ED and finance ministry officials should be charged with contempt of court for defeating the purpose of investigation,” he said.
24.  Reacting to Gupta’s submissions, the court said it would not hesitate in taking action even against the highest authority and would initiate contempt proceedings.
25.  Earlier, Mittal objected to the statement of Gupta arguing how he knew about the sealed cover report submitted by Niranjan. He further questioned Gupta how he was sometimes appearing as an impartial adviser and on other occasions representing Niranjan. However, Gupta submitted that he knew what he was doing and would remain associated with the case as long as the court desires”.
