(i)     Because the law & order is a state subject, facilitating the concentration of a majority group in particular locality to hijack the rule of law.

(ii)    The scheme of assigning the law and order as state subject in the basic law of the land is not working well. Communities in majority is a particular area keep hold on police station by causing appointments of police personnel belonging to a same community in that locality and then they exploit everyone else. It is a widespread decease in the north India.

 Indian is run by the Unitary Form of Government-Centralized System, nothing like the law & order is only a state subject under the Constitution of India:
 What for CBI, ED, IB, RAW, IAS, IPS and other central secret agencies in India? Do they under the states or they feel always under the states of India?
